"Surveyor" and its partner "Ironworker" are the "industrial" counterparts to Wight's "agricultural" workers, the Farmer and Cowboy on the opposite side of the Tower. The industrial figures flank the windows above which Wight had painted the three "economic system symbols" that were ordered removed by the Arts Commission before the Tower was opened.
